1. What is 10DLC?
10-digit long code (10DLC) is the sanctioned solution for sending A2P business messages using the traditional telephone numbers in the U.S. Businesses must register their company/brand and campaigns (type of messages) with The Campaign Registry (TCR) for full A2P messaging support. 10DLC is a reliable message channel with a throughput level suitable for most SMS campaigns.
2. Which mobile carriers have launched A2P 10DLC Messaging Service?
Verizon launched their A2P 10DLC Messaging service in 2019. Currently, they do not require businesses to register their 10DLC via the Campaign Registry (TCR).
AT&T and T-Mobile have launched the 10DLC service and require businesses to register their company or brand (who is sending messages) and campaign use cases (what messages are sent).
3. How do I register my 10DLC?
NetSfere Omnichannel is a registered Campaign Service Provider (CSP) with TCR. Our operations team will help with the complete registration process for your 10DLC numbers.
4. When is the registration deadline?
T-Mobile’s non-compliance fees:
- Increased carrier surcharge: unregistered outbound SMS incurs a surcharge of $0.0004, and unregistered outbound MMS incurs a surcharge of $0.013.
- Text Enablement – A fee of $10,000 is applied when a text-enabled 10-digit NANP telephone number sends out messages prior to the verification of the Message Sender Ownership.
- 10DLC Messaging Program Evasion: A fee of $1,000 per incident is applied for violations such as snowshoeing (cycling through numbers to avoid carrier filtering), dynamic routing, evading spam filters, and unapproved campaign use cases.
- Content Violation: A fee of $10,000 is applied for each unique instance of the third or any subsequent notification of a content violation involving the same content provider.
5. What information is required to register for 10DLC?
Brand Registration
The brand registration requires legal company name, country of registration, Employer ID Number (EIN)/Tax ID, physical address, website address, vertical, and contact details. In addition, the stock symbol and stock exchange might be needed for public companies, government organizations, and sole proprietors. It is crucial to provide accurate and up-to-date information since they are used for a brand identity check. The TCR validates the EIN, legal company name, and legal company address with third independent sources and confirms the brand’s existence with the status of “Verified”. Brands must obtain the verified identity status to register 10DLC campaigns.
There are two options to gain access to 10DLC messaging for brands that failed the initial identity check:
- Re-submit the correct, required brand information to TCR.
- Request or import external vetting to TCR. See Vetting Process.
The campaign registration requires information such as use cases, sample messages, etc. 10DLC supports both transactional and promotional messages.
6. What are the 10DLC campaign use cases?
- Standard use cases are generally available to most TCR-registered brands. Therefore, they do not need additional approval steps from mobile network carriers.
- Special use cases may require additional registration steps for approval by mobile network carriers due to the possible reasons such as the sensitive or critical nature of messages, higher message throughput or reduced carrier fees.
- 2FA - Any authentication, verification, or one-time passcode
- Account Notifications - Standard notifications for account holders, relating to and being about an account
- Customer Care - All customer care interaction, including but not limited to account management and customer support
- Delivery Notifications - Notification about the status of the delivery of a product or service
- Fraud Alert Messaging - Notifications regarding potential fraudulent activity on a user’s account
- Higher Education - Messaging created on behalf of Colleges or Universities, including School Districts and education institutions. This use case is NOT for the “free to the consumer” messaging model
- Low Volume Mixed - For Brands that have multiple use cases and only need very low messaging throughput. Examples include: test or demo accounts, small businesses (Doctor’s office, Pizza shop, etc.)
- Marketing - Any communication that includes marketing and/or promotional content
- Mixed - Any messaging campaign containing 2 to 5 standard uses cases
- Polling and voting - The sending of surveys and polling/voting campaigns for non-political arenas
- Public Service Announcement - Informational messaging to raise an audience’s awareness about important issues
- Security Alert - A notification that the security of a system, either software or hardware, has been compromised in some way or if there is an action that needs to be taken
- Carrier Exemptions - Exemption by Carrier
- Charity - Communications from a registered charity aimed at providing help and raising money for those in need. Includes: 501c3 Charities
- Conversational Messaging - Peer-to-peer, app-based group messaging with proxy/pooled numbers. Supporting personalized services and non-exposure of personal numbers for enterprise or A2P communications
- Emergency - Notification services designed to support public safety/ health during natural disasters, armed conflicts, pandemics, and other national or regional emergencies
- Sweepstakes - All gambling and sweepstakes messaging
- Political - Part of organized effort to influence decision making of specific group. Available only to registered 501(c)(4) and 527 Orgs
- Social - Communication between public figures/influencers and their communities. Examples include: YouTube Influencers’ alerts or Celebrity alerts
- Platform Free Trial - CSP “Free Trial” Offers for non paying customers, requires separate contract
- Agents; franchise; local branches - Brands that have multiple agents, franchises or offices in the same brand vertical, but require individual localized numbers per agent/location/office
- Sole Proprietors - Limited to entities without a EIN / Tax ID, requires separate contract
7. What channels are supported on 10DLC?
10DLC supports SMS, MMS, and voice. The content can also include short URLs; however, generic or public URLs such as bit.ly will be filtered by carriers and message delivery will be blocked.
8. What is my campaign throughput?
Both AT&T and T-Mobile offer the highest throughput to the verified Russell 3000 brands. Without vetting, verified bands receive a message tier “E or F” from AT&T and message tier “Low” from T-Mobile. Brands need to go through the Vetting Process to improve the terms.

9. What is the vetting process?
The vetting is optional. We can assist you with the vetting if you need to re-submit registration information for identity verification, want higher throughput, or gain access to special use cases. Once the vetting is completed, you will get a score between 1 and 100, which determines your throughput. A higher score indicates less risk and gets higher throughput.
10. Is a new telephone number required to use the 10DLC messaging channel?
Yes, but only if you don’t have an existing long code. In this case, our operations team will help you to purchase a number and complete the registration for the 10DLC service.

11. How long does it take to get my 10DLC approved?
The approval process takes 3 to 5 days, except for special campaign use cases which take longer since they require special approval from the mobile network carriers.
